Western Sydney Local Health District, in partnership with Health Infrastructure, is developing a new purpose-built Integrated Mental Health Complex at Westmead Health Precinct.

As the largest mental health facility in NSW, the new Integrated Mental Health Complex will deliver world-class care and transform mental health services across Western Sydney. The new complex will be connected to Westmead Hospital, providing better integration with the district’s mental health and other clinical services and facilities.

The new Integrated Mental Health Complex will be designed as a modern mental health service to support contemporary models of care, allowing patients to be treated in a therapeutic environment that supports person-centred, safe and dignified, recovery-focused care.

As part of the project, existing mental health services currently located at the Cumberland Hospital West Campus will be relocated to the new Integrated Mental Health Complex at Westmead Health Precinct. Cumberland Hospital will continue to provide care to consumers, and support staff, carers and visitors until the new Integrated Mental Health Complex is completed.

Early works are are now underway to prepare the site for the start of main works in 2024. Construction will be completed in 2027.

The NSW Government has committed $460 million to build the new Integrated Mental Health Complex at Westmead Health Precinct.

Early works progress on new Integrated Mental Health Complex

Our new Integrated Mental Health Complex project is progressing rapidly with early works well under way.

The site for the new mental health building is behind Westmead Hospital, and the footprint included a number of existing buildings, structures and services. Early works are designed to clear the site ready for main works to start in early 2025.

Key achievements to date have included:

  • A new entry to the P14 staff car park enabled us to take control of the western side of the project footprint. The project was completed in February 2024.
  • Demolition of Casuarina Lodge and the Brain Injury Rehabilitation Service has cleared the southern part of the site footprint. Casuarina Lodge visitor/carer accommodation has moved to the Westmead Accommodation Complex, and the Brain Injury Rehabilitation Service was temporarily relocated to a refurbished unit within Westmead hospital. Demolition was completed in March 2024.
  • Contractors have been checking for in-ground services such as water, electricity and other pipes and cables to ensure we have a complete picture of the site before we start major works.
  • Contractors are currently being selected for the construction of a new Psychiatric Emergency Care Centre, which will be located in Westmead Hospital Block K, adjacent to the Emergency Department. The service will provide short-term care to consumers who require urgent mental health assessment and intervention.
  • A contractor selection process is also underway for the construction of the Integrated Mental Health Complex, with main works due to start in early 2025.

Clinical services

The new Integrated Mental Health Complex is being designed to respond to the WSLHD Mental Health Clinical Services Plan (CSP). The objective of the CSP is to enable a Western Sydney Mental Health Service that significantly improves sustainable clinical outcomes and responds to state and national reforms in mental health care.

Clinical services in the new Integrated Mental Health Complex will include:

  • Acute mental health beds including beds for youth, adolescents, adults, older persons and people living with eating disorders

  • Mental health intensive care and high dependency units

  • A mental health assessment area

  • Sub and non-acute mental health beds

  • Multidisciplinary ambulatory and outpatient services

  • Education facilities.

The new complex will ensure continual and equitable access to high-quality and timely mental health care, particularly for vulnerable members of our community.

Subject to a planning approval being granted, the project is expected to be complete by 2026, with early construction works are expected to commence in mid-2023.
